Minutes of a meeting of Moston Parish Council
held on Monday 9th July 2007 at Warmingham Parish Hall

1. MINUTES OF LAST MEETING

The minutes of the last meeting, which had been circulated, were agreed and signed as a correct record.

2. MATTERS ARISING

An email which had been received, was read out by the Clerk in relation to a proposed meeting with Hurstwoods.

Discussion followed and Mr.Scragg requested that it be minuted that he had asked for clarification only with regard to the proposed meeting with Hurstwoods.

Councillor Goodall explained the reasons behind the Borough Council's notes in the email and it was agreed that the meeting would not have been unlawful but would not have been wise unless a member of the Borough Council was present.

AGREED: That a letter or email be sent to Hurstwoods requesting a meeting during August when a Borough Council Officer will be present.

3. ANNUAL AUDIT 2006/07

Councillors had been circulated with a copy of the Annual Accounts

AGREED: That the Annual Audit for 2006/07 be approved and signed.

4. REVIEW OF INTERNAL AUDIT AND ANNUAL GOVERNANCE

A report was circulated and it was approved.

AGREED: That the Internal Audit and Annual Governance be adopted.

5. ACCOUNTS

The following accounts were agreed:

Quarterly phone rental £ 37.48
Petty Cash         £ 50.00
Audit Fee - Hacker & Young £ 58.75
St.Leonards Church £200.00

6. PLANNING AND OTHER PLANNING RELATED MATTERS

Persimmon Homes application -

AGREED: That a letter be sent to Cheshire County Council stating that this Council has no objection to these plans, although have problems with the sighting of the Traffic Lights and vehicular access.

A letter from the Borough Council was read out regarding problems at Horseshoe Farm and the following was proposed:-

AGREED: That when the application is processed a letter of objection be sent to the Borough Council as follows:-

  • This area is a greenfield site.
  • This is a change of use in open countryside.
  • That there are sufficient gypsy sites in the Borough
  • That Professional assistance may be required.

Planning application 07/0465/FUL - Pet Cemetery incinerator.

This application has been approved with conditions. Councillors have not seen this application on the green sheets. The usual green notice has not been seen by locals and local residents have not been consulted. It would appear therefore that this permission could be unlawful.

AGREED: That a letter be sent to the Borough Council asking the following questions:-

  • That the usual green notice was not seen by local residents.
  • That local residents had not been consulted.
  • That in view of the above, this permission may be unlawful
  • This Council is concerned about possible pollution and there are concerns about this application.

7. ANY OTHER BUSINESS

The following was agreed:-

  • That a letter or email be sent to James Wood about flooding in Clay Lane. There are dips in road due to the recent heavy rain.
  • If anyone has any views on Bus Services in the area particularly for the elderly, please contact Bill Scragg.

The next meeting will be held on Monday 10th September 2007 at 7.45 pm.

There being no further business the meeting was closed.
